Every divided vote of the Lapeer City Commission from November 17, 2025 through June 1, 2026: the splits, who sided with whom, and what they fought over.
Glisman, McCarthy and Petrie vote together as the controlling majority, agreeing with each other at least 90% of the time. Atwood and Brady vote together as the minority, usually on the losing side. Mayor Hing presides but casts no votes, so three of five commissioners decide almost everything.
The two blocs
On contested items the commission divides into the same two camps again and again. The minority pair holds together on the political and procedural fights, but each of them frequently ends up as the lone dissenter when the other crosses over on routine matters.
Glisman and Petrie are the tightest pair on the commission. McCarthy is the member of this trio most likely to break ranks, crossing on the Mayfield 425 agreement and the Genesee St road diet.
Brady is by far the most frequent lone "no" vote and was formally censured by the majority on Dec 1. Atwood is the next most frequent solo dissenter. In June the pair moved to censure the Mayor; it failed 2-3.
Mayor Jeramy Hing presides and appears in the record only as a motion-maker or tie-breaker, never in the Ayes or Nays. His procedural rulings consistently backed the majority, so in practice the dynamic runs 3 plus the Mayor against 2.
Alignment
For each pair of commissioners: the share of divided votes, where both cast a Yes or No, on which they voted the same way. The two clusters are unmistakable. Inside each bloc, agreement runs high; across the bloc line, it collapses.

Read it like this: Glisman and McCarthy voted the same way 95% of the time. Petrie and Brady, just 12%. Majority names in ink, minority names in orange.

Temperature
The conflict is not constant. It exploded the moment the new Mayor and Commissioner McCarthy were seated, cooled to a fully unanimous meeting on Feb 2, then re-escalated in the spring around the City Manager evaluation and the outside legal investigation.
Each bar is one meeting. The taller the bar, the more contested votes that night.
The exceptions
The arc
Seven months of a commission at war with itself, in four chapters.
New Mayor and Commissioner seated. The majority elects Petrie as Mayor Pro Tem 3-2 and seizes agenda control. Dec 1 runs to 11:41 p.m. and ends with Brady censured 3-2.
More unanimous substantive work; Feb 2 is entirely unanimous. The outside-counsel fight over Bodman PLC and an "action-only minutes" reform emerge as new flashpoints.
Atwood absent both meetings, leaving Brady isolated as the lone "no" on the attorney-billing and appointment items, 3-1 after 3-1.
Conflict crystallizes around the City Manager evaluation, the Bodman investigation (outside investigator hired May 21), and development decisions. Ends with the minority moving to censure the Mayor, a mirror of Brady's own December censure.
